Jay R. Hoover, P.E., President / Principal Engineer, has 30 years of experience in the environmental field including multi-state experience in Texas, Louisiana, Arkansas, New Mexico, Oklahoma, and California. Expertise includes air pollution compliance, regulatory analysis, and permitting, especially regarding gas turbine/internal combustion reciprocating engine installations, and oil and gas operations. He has been with Waid and Associates since 1984.

Sara A. Hutson, P.E., Principal Engineer, has over 26 years of environmental experience in the petrochemical and oil refining industries as well as in environmental consulting. Works with industry in air pollution control, solid and hazardous waste management, and stormwater management. She has been with Waid and Associates since 1990.

Chris L. Bauer, P.E., Senior Consulting Engineer, has over 27 years of experience in the environmental field. His experience includes preparation of air permit applications, Title V operating permit applications, and permit by rule registrations, emissions estimation, regulatory analysis, air dispersion modeling, development of compliance management systems, control equipment design analysis, and startup, shutdown and malfunction plans (SSMP) for chemical plants. He joined Waid and Associates in 2001.

Stephen A. Melton, P.E., Senior Consulting Engineer, joined Waid and Associates in 2008 and has over 27 years experience working in the synthetic organic chemical and polymer manufacturing industry. Over 23 years was in the environmental field. His experience includes air quality permitting, emissions estimation, regulatory analysis and program implementation, solid and hazardous waste management, BIF, Comparable Fuels, storm water management and permitting, and compliance auditing. Steve received a Bachelor of Science degree in Chemical Engineering in 1981 from Texas Tech University.

Joerg Windolph, P.E., Senior Engineer, has over 16 years of experience in the environmental field. He performs air permitting work for various industries in Texas, primarily synthetic organic chemical manufacturing, petroleum refining facilities, gas processing plants, bulk petrochemical storage terminals, and printing facilities. He has been with Waid and Associates since 1992.

Jason M. Graves, P.E., Senior Consulting Engineer, has over 13 years of experience in the environmental field, specializing in services for the power generation, oil and gas, petroleum refining and petrochemical industries. His experience includes preparation of Emissions Inventories, exemption registrations, standard permit applications, permit alterations, and permit amendment applications, preparation of Title V operating permit applications, atmospheric dispersion modeling of air pollutants, regulatory analysis and development of compliance strategies. He has been with Waid and Associates since 1995.

Kris Kirchner, P.E., Senior Engineer, has 11 years experience in the environmental field. Kris joined Waid and Associates in 1997 and has experience in the following areas: Field survey of pressure relief valves and analyzer vents at two petroleum refineries determining relief destinations and product streams for compliance purposes; recommendations to a steel mill facility in Alabama on minimizing slag handling dust emissions which included ventilation design and control options; preparation of Title V site operating permit application for bulk gasoline terminal in the Beaumont/Port Arthur area and for two petroleum refineries in the Corpus Christi area; preparation of emissions inventories; preparation of SARA 312/Texas Tier Two report for two petroleum refineries; preparation of permit amendments and applications, standard exemptions, and Senate Bill 1126 intraplant trades; and emissions estimation.

Lisa A. Hoover, P.E., Senior Engineer, has over 18 years of experience in the environmental field. She performs air permitting work for various industries in Texas, primarily synthetic organic chemical and polymer manufacturing, surface coating, non-ferrous smelting operations, power generating facilities, and oil/gas production. She has been with Waid and Associates since 1990.

Sarah H. Bell, Project Manager, has over 10 years of experience in the environmental field. Her experience with Waid includes emissions estimation, preparation of Texas and Oklahoma emission inventories, permit renewals, permit by rule registrations and Title V operating permits revisions, SARA Title III (Texas Tier II and Toxic Release Inventory) reporting, on-site compliance support and development of environmental compliance manuals and plant audits. Additional experience includes 4 years agency experience ensuring compliance in the petroleum storage tank and industrial and hazardous waste programs, and 5 years experience as an operations engineer in the oil and gas industry. She has been with Waid and Associates' Permian Basin office since 1998.

Robert W. Steaples, Senior Project Manager, is a May 1999 graduate from The University of Texas in Austin with a BS degree in Chemical Engineering. Rob has experience in emissions estimation, permit preparation and renewal, emission inventories, and field data management, as well as database and computer software programming. He has been with Waid and Associates since May, 2000.

Ryan S. Mayces, Project Manager, received a Bachelor of Science degree in Chemical Engineering from Texas A&M University in 2001. Ryan has experience in the environmental field, specializing in services for the oil and gas, petroleum refining and petrochemical industries. He joined Waid and Associates in 2001.

Miranda L. Cheatham, Project Manager, is a December 2001 graduate from The University of Texas at Austin with a BS degree in Chemical Engineering.  Miranda joined Waid and Associates in 2002 and has experience in preparation of emissions inventories, permits by rule, permit amendment applications, and permit renewals.

Dale Simpson, Staff Graduate Engineer, joined Waid and Associates in 2007 and has experience in the estimation of emission rates, preparation of emission inventories, permit by rule registrations, standard permit applications and air permit renewals. Dale completed a Masters of Science degree in Chemical Engineering at the University of Texas at Austin in 2005. He received a Bachelor of Science degree in Chemical Engineering at the University of Oklahoma in 2002.

Jenna Sinopoli, Graduate Engineer, joined Waid and Associates in 2007 and has experience in the estimation of emission rates, preparation of emission inventories, permit by rule registrations, standard permit applications and air permit renewals. Jenna received a Bachelor of Engineering degree in Chemical Engineering from Vanderbilt University in May 2007.

Laure Abercrombie, Graduate Engineer, joined Waid and Associates in 2008 and has experience in the estimation of emission rates and preparation of emission inventories. Laure completed a Master of Science in Environmental and Water Resources Engineering at the University of Texas at Austin in December 2007. In 2003, she previously graduated from a double master program in France, specialized in environmental engineering and in waste management.

Glen H. Colby III, Senior Systems Analyst, has 19 years of experience in programming and operations management. His programming and networking background includes Visual Basic (all versions), Oracle, SQL Server and other relational databases, MS Access, VB for Applications, OLE, a working knowledge of C and C++, HTML authoring, DOS, and Windows (3.11, Workgroups, 95, NT). He has been with Waid and Associates since 1998.

Blake R. Fowkes, IT Manager, has 17 years of technical experience in the computer industry including the management of Waid's internal network with 40 workstations and 10 servers and computer maintenance, upgrades, and planning. Blake also provides employee training for new and existing software. He has been with Waid and Associates since 1997.
