In a news release, published on October 25, 2017, the EPA and executive director Scott Pruitt announced the outline of a four-part plan, which would target the New Source Review (NSR) program and the National Ambient Air Quality Standards (NAAQS). As directed by President Trump’s march 28, 2017 “energy independence” executive order, this report targets several EPA air programs with the eventual goal of lessening the rules and regulations on domestic oil and gas production. As stated in the report:
Regulations impose high costs on American workers, particularly in the energy sector.
Concerning NAAQS, the report specifically faults the current framework for setting and implementing NAAQS for ozone, particulate matter, and four other criteria pollutants, saying it imposes higher costs on oil and gas facilities.
Finally, the report announces the formation of task forces to review each issue identified for reform.
